Compressor Surge

After letting off WOT high RPM, I'm hearing a flutter like sound. Happens mainly 2nd and 3rd gear. . It does not happen all the time. It's an on and off thing; 75% of the time, in those gears, when pushing it hard on the backroads.

Do I need a new DV or is it something else? It seems like it is a compressor surge to me and I know that it's a bad thing for the turbo..
