e92 BMW 335i HVAC fan issue

Hi there, I have 07 335i coupe. Having weird issues with HVAC fan.
Fan speed control doesn't work. It seems it works on lowest setting only regardless of what fan speed/temperature/mode I choose.
When I put it on front window defog then it works full blast.
Things that I've replaced to try and fix it:
Checked all fuses
New resistor pack => same issue
New HVAC motor(just in case) => same issue
New Climate control unit => same issue
I then swapped resistor pack and climate control unit from my dads car(e90) => same issue

I'm stumped what do I do from here?
