whirring sound at passenger side

Hello,

Recently I noticed whirring sound at passenger side. It sounds like a cooling fan sound of a PC at a high room temperature. AC is turned off.

It can be heard after the car is started a while and drives at lower speed or at stop. (it can't be heard at higher speed probably due to normal engine sound)

Here is a youtube link that I recorded - please ignore squeak sound and the engine acceleration sound at the end of the clip... you can hear the whirring sound as a background sound... the sound gets bigger as I move my (recording) phone to the passenger side:

I am wondering if anyone else had a such a problem?
